Los Angeles International Airport Downwind landing noise and pollution impacts need to be minimized.

The Federal Aviation Administration (FAA) implements safety standards. 

It calculates and measures aircraft noise and pollution impacts before approving flight paths for travel between airports.  Congress mandates policy for the FAA. 

New, modernized GPS type air traffic controls are being instituted under the NextGen Program, but they have aggravated the impacts on many communities. 

Better criteria is needed. 

The FAA has been studying alternative criteria for decades yet failed to take new protective actions. 

Congress must mandate changes NOW to result in reduced impacts for all communities in my District and across the United States   

We will set policies to ensure protection of people on the ground while ensuring the benefits of air commerce.
